Appointed by President Johnson in 1967 as the first "energy czar" in the federal government. Freeman was then director of the Ford Foundation Energy Policy Project. President Carter appointed Freeman as chairman of the Tennessee Valley Authority in 1977, he then served as general manager of large public power agencies for the 20 years, including the Los Angeles Department of Water & Power from 1997 to 2001. Freeman also served as Executive Director of the Port Commission of LA and Deputy Mayor.
